Understanding the PACT Act: Expanded Benefits for Toxic Exposure


The PACT Act (Promise to Address Comprehensive Toxics Act) is one of the most significant expansions of VA benefits in recent history. Signed into law in August 2022, the PACT Act recognizes the long-term health effects of toxic exposures during military service—and it opens new doors for veterans seeking care and compensation.

What Is the PACT Act?

The PACT Act expands VA healthcare and disability compensation for veterans who were exposed to burn pits, Agent Orange, contaminated water, radiation, and other hazardous substances. It adds over 20 presumptive conditions and extends eligibility to more periods and locations of service.

Key highlights include:

  • Expanded Presumptive Conditions – Veterans diagnosed with certain cancers and respiratory illnesses are no longer required to prove direct connection to their service if they served in qualifying locations.

  • New Eligible Service Periods and Locations – The act includes veterans who served in Vietnam, the Gulf War, Iraq, Afghanistan, and other areas where toxic exposure was common.

  • Streamlined Process for Claims – Presumptive conditions mean fewer hurdles in getting a claim approved—saving veterans time and stress.
